Short answer: these are not competing standards measuring the same thing. UL 752 rates architectural ballistic products. NIJ standards govern personal protective equipment. ASTM F1233 evaluates security glazing against combined ballistic and forced-entry attack. HP White TP-0500.03 is a forced-entry test procedure for transparent barrier materials. For a US building project, UL 752 is almost always the governing ballistic standard, and the others either supplement it or do not apply at all.

Why the confusion is expensive

Specifications routinely mix these standards, and the level numbers make it worse. A “Level 3” means one thing under UL 752 and something entirely different under NIJ. When a security consultant writes a level from one system and a manufacturer quotes against another, the assembly delivered to the site may bear no relationship to the threat the owner was trying to defeat — and nobody discovers it until submittal review, or later.

The fix is to know which standard has jurisdiction over which product category, and to write that standard into the specification explicitly.

UL 752: the standard for architectural ballistic products

UL 752, the Underwriters Laboratories Standard for Bullet-Resisting Equipment, is the primary US benchmark for rating architectural ballistic protection — windows, doors, wall panels, and glazing assemblies. It defines ten levels of protection, each corresponding to a specific firearm, caliber, bullet weight, and shot count. Testing is live-fire at specified distances, and a product fails if penetration occurs.

The critical distinction is UL Listed status. A UL Listed designation means the product was independently tested by Underwriters Laboratories. It is not a manufacturer self-certification. On institutional and federal work, that difference is the whole point of naming the standard.

Levels 1 through 3 cover handgun threats, Levels 4 through 8 cover rifle threats, and Levels 9 and 10 address shotgun ammunition. If the project is a building, this is the standard the specification should name.

NIJ: the standard that usually does not apply to buildings

The National Institute of Justice is the research and standards arm of the US Department of Justice, and its ballistic standards govern personal protective equipment — primarily body armor for law enforcement and military personnel in dynamic environments. NIJ levels apply to personnel equipment, not architectural building components, and they are not interchangeable with UL 752.

This is the single most common specification error in the category. A consultant familiar with body armor writes “NIJ Level IIIA” into a glazing specification, and a manufacturer either has to translate it or reject it, because the test protocols measure different things against different backing conditions.

There is one legitimate crossover worth knowing. NIJ Standard 0108.01 covers ballistic resistant protective materials rather than wearable armor, and it does get cited for ballistic panel products — Level III and Level IV panels are referenced for military applications requiring resistance to high-velocity rifle fire and armor-piercing rounds, in command centers, perimeter walls, and security checkpoints. If NIJ appears in a panel specification, confirm whether the writer meant 0108.01 or a body-armor standard. The answer changes what gets built.

ASTM F1233: when forced entry matters as much as gunfire

ASTM F1233, the Standard Test Method for Security Glazing Materials and Systems, exists because real attacks are often sequential. An attacker fires at a glazed opening, then attacks the damaged glass with tools. UL 752 measures only the first half of that scenario.

F1233 evaluates security glazing against ballistic impact and forced entry together. Ballistic classes are established using handgun, submachine gun, rifle, and shotgun ammunition. Physical attack uses a sequential progression of blunt and sharp hand tools, thermal stress from a propane torch and fire extinguisher, and chemical exposure to gasoline and acetone. The result is a class rating from 1 through 5, where Class 1 represents a single forced-entry sequence and Class 5 represents dozens of escalating sequences across multiple tool, thermal, and chemical threats.

Two caveats belong in any specification citing F1233. First, the standard itself states that it provides a basis for comparative evaluation and should not be used to establish absolute prevention of forced entry. Second, forced-entry resistance is a separate performance classification from bullet resistance — a product may carry both ratings, but one does not imply the other.

F1233 is appropriate for schools, courthouses, detention-adjacent spaces, and any facility where delay time is the operative security objective.

HP White TP-0500.03: a legacy procedure still living in specifications

HP White TP-0500.03 is a test procedure for transparent materials used in forced entry or containment barriers, developed by H.P. White Laboratories. Like F1233, it establishes five classes of protection across blunt, sharp, thermal, and chemical attack.

The practical note for anyone writing a specification today: H.P. White Laboratory has ceased operations. The procedure still appears in older specifications and legacy test documentation, and it remains a recognized reference in the industry, but a product cannot be newly tested by a laboratory that no longer exists. If an HP White class appears in a project specification, verify whether existing test documentation satisfies the requirement or whether the specification should be updated to an active standard such as ASTM F1233.

The other standards that show up on the same projects

Several adjacent standards govern requirements that ballistic ratings do not address. ASTM E119 covers fire resistance of building assemblies, and ballistic panel products used in fire-rated construction need that documentation separately. ASTM F1915 addresses glazing for detention facilities. The Department of State’s SD-STD-01.01 governs forced entry and ballistic resistance for diplomatic facilities. NATO’s STANAG 4569 classifies armored vehicles and fortifications, and ISO 16935 provides an international ballistic testing framework. In Europe, EN 1063 classifies glazing from BR1 through BR7.

Approvals are not standards, but they function as gatekeepers. GSA establishes physical security design criteria for federally occupied and leased facilities. U.S. Marshals Service approval is required for federal court facilities. ISO 9001 certifies the manufacturer’s quality management system rather than any individual product. GANA publishes the glazing installation guidelines the industry works to.

How to decide

Name UL 752 when the deliverable is an architectural ballistic product on a US project. Add ASTM F1233 when forced-entry delay is a stated security objective alongside ballistic resistance. Confirm which NIJ standard is meant before accepting an NIJ citation in a building specification. Treat HP White classes as legacy documentation requiring verification. And confirm GSA or USMS approval separately whenever the project is federal.

Specifying to a verifiable standard
