Short answer: no US model building code mandates ballistic protection in schools. The International Building Code does not specify UL 752 levels directly, though certain occupancies may reference ballistic resistance performance criteria. What that means practically is that “meets code” for a school glazing scope is the wrong test — the ballistic performance is verified by independent UL Listing, while the codes that actually govern are the ones the security work must not violate. Levels 1 through 3 are the standard specification range for K-12 and higher education.
What code requires, and what it doesn’t
A district that asks “what does code require for bullet-resistant glazing?” will get an uncomfortable answer: generally nothing. There is no ballistic mandate in the model codes for educational occupancies. That absence is why documentation discipline matters so much on these projects — there is no inspector arriving to verify the ballistic scope, so verification has to be built into the specification and the submittal package.
What the codes do govern is everything the ballistic work touches. Fire-rated assemblies still have to perform as fire-rated assemblies, which is why ASTM E119 fire test documentation is required for panel products used in rated construction. Egress requirements still apply to every door in the path of travel. Accessibility requirements still apply at transaction counters. A security upgrade that compromises any of those creates a code violation where none existed before, and it will be caught.
The practical framing for a district: ballistic protection is a voluntary performance enhancement verified by third-party testing, installed inside a building that remains subject to every ordinary code requirement.
The specification range for schools
UL 752 Levels 1 through 3 cover handgun threats and are the standard specification range for K-12 and higher education security upgrades.
Level 1 tests three shots of 9mm full metal copper jacket, 124-grain. The 9mm is the most widely owned handgun caliber in the United States, and Level 1 is the most commonly specified protection level across commercial applications generally.
Level 2 steps up to .357 Magnum, 158-grain.
Level 3 is the highest handgun-class rating under UL 752, testing against .44 Magnum, 240-grain. For a school, Level 3 may be sufficient protection against the threat profile these facilities face, given that handguns account for the large majority of school shooting incidents.
Levels 4 and above move into rifle protection, and a district may elect to go there where a security assessment supports it — but glazing thickness, weight, and cost all increase substantially at that transition, and the structural implications for framing and surrounding wall construction increase with them.
Where the glazing actually goes
Typical school specifications concentrate protection at a small number of high-value locations rather than distributing it across the building.
Rated transaction windows at main office reception protect the staff who interact with every visitor. Bullet-resistant glazing in entry vestibule doors and sidelights hardens the single controlled point of access. Concealed ballistic fiberglass panels behind reception counters extend protection past the glazed opening, because a rated window above an ordinary counter protects the top half of a person.
That last point generalizes. Standard drywall offers minimal resistance to ballistic threats, so partition walls adjacent to the protected opening deserve the same attention the glazing gets.
What makes a school project survive audit
School security spending draws scrutiny — from boards, from grant administrators, from parents, and sometimes from litigation. The specification should be built so that every claim can be substantiated with a document.
UL Listed, not self-certified. A UL Listed designation means the product was independently tested by Underwriters Laboratories. It is not a manufacturer self-certification. This is the single most important line item in the submittal, and it is the one most often assumed rather than verified.
The complete system, not the glazing alone. Bullet resistance is a system property. Rated glazing in an unrated frame does not constitute a compliant ballistic assembly — frame, glazing, and hardware must all be rated components. An audit that finds a rated lite in an unrated frame will conclude the district bought a rating it did not receive.
Spall designation. Spall refers to fragments that break free from the interior face of glazing when a projectile strikes the exterior. Assemblies can carry supplementary UL designations for no spall or low spall, and in an occupied space like a reception office, that designation is a substantive safety difference rather than a specification nicety.

The honest case for what this does and does not accomplish
Bullet-resistant glazing is not impervious to all projectiles. What it reliably does is prevent an aggressor from quickly accessing an area, creating delay that helps people move away from the threat. In a school, that delay is the entire objective — time for lockdown, time for evacuation, time for law enforcement response.
It also does something less measurable. Teachers and students deserve to feel safe in a school building, and transparent protection preserves the visibility and daylight that make a school feel like a school rather than a bunker. Concrete offers protection at the cost of the environment; glazing does not.
But glazing is a component, not a program. It is most effective combined with other measures — access control, cameras, and, critically, drills and training so that staff and students know how to respond. A district that installs rated glazing and stops has bought a barrier without a plan.
The retrofit reality
Most school work is retrofit rather than new construction.
