Short answer: Level 1 is the baseline and the most commonly specified level for commercial office environments, because it addresses the 9mm handgun threat that defines the commercial risk profile. Levels 2 and 3 are appropriate where a security assessment identifies elevated handgun threats. Rifle-rated Levels 4 through 8 are rarely justified in a standard commercial office and carry significant cost and weight penalties. The correct answer for any specific building comes from a threat assessment, not from a rule of thumb.
Why Level 1 is the commercial baseline
UL 752 Level 1 tests resistance to three shots from a 9mm full metal copper jacket round, 124-grain. The 9mm is the most widely owned handgun caliber in the United States, which is precisely why it defines the baseline commercial threat.
Level 1 is the most commonly specified protection level across retail, banking, pharmacy, and general commercial applications. For corporate offices — particularly in financial services, legal, and high-value industries — Level 1 aluminum transaction windows and fixed frame systems are the most common specification at lobby reception desks and access-controlled entry points.
If an office project has no documented reason to go higher, Level 1 is the defensible starting position.
When Level 2 or Level 3 is the right call
Level 2 tests against three shots of .357 Magnum lead semi-wadcutter, 158-grain — a higher-energy round than Level 1. It is appropriate where an elevated handgun threat is anticipated: government service windows, credit unions, check cashing facilities, and police station reception areas. A commercial office that houses tenants in any of those categories, or that has experienced credible threats, has grounds to move to Level 2.
Level 3 is the highest handgun-class rating under UL 752, testing against three shots of .44 Magnum lead semi-wadcutter, 240-grain. It suits high-risk cashier environments and high-security reception counters. In an office context, Level 3 is typically reserved for tenant spaces with cash handling, contentious public interaction, or documented targeted threats.

Why rifle levels usually don’t belong in an office
Levels 4 through 8 are reserved for facilities where rifle or high-velocity threats are anticipated — government buildings, military installations, and law enforcement facilities. Level 4 begins with a .30 caliber rifle round; Level 5 addresses the 7.62×51mm NATO cartridge; Level 7 addresses the 5.56×45mm round used in AR-15 pattern rifles.

Weight climbs with it, which affects framing loads, sill details, and the structural capacity of the surrounding wall. And specifying a higher level than required adds cost and weight without a corresponding safety benefit.
The principle worth writing into the specification: match the protection level to the threat profile, neither under-specifying nor over-specifying. That is the most effective cost control strategy available on a ballistic scope.
The level is only one of four decisions
Choosing a number is the part everyone focuses on. Three other decisions determine whether the installed system actually performs.
Rated frame, not just rated glazing. Bullet resistance is a system property. Rated glazing installed in an unrated frame does not constitute a compliant ballistic assembly. Frame, glazing, and hardware must all be rated components. Aluminum framing is the most widely specified frame type for commercial installations, and it is lightweight, corrosion-resistant, and compatible with standard aluminum storefront systems.
Spall designation. Spall refers to fragments that break free from the interior face of glazing when a projectile strikes the exterior. Assemblies can carry supplementary UL designations for no spall or low spall, and these matter in any occupied space near protected glazing — which describes a lobby reception desk exactly.
Interior versus exterior. This drives material selection rather than level. Polycarbonate assemblies are better suited to interior use; glass-clad polycarbonate and laminated glass suit exterior applications where weather and abrasion resistance are required.
The part most office specifications miss
Modern commercial buildings prioritize openness — glass façades, expansive lobbies, lightweight interior partitions. Those design elements introduce structural vulnerabilities in exactly the high-use areas where people concentrate. Standard drywall offers minimal ballistic resistance, which means a lobby with Level 1 glazing at the transaction window and ordinary partitions everywhere else has protected one square foot of a large problem.
Entry points and reception lobbies are where a commercial building and the public most directly interact, concentrating risk in a single highly visible area. Bullet-resistant fiberglass panels address this by forming concealed protective layers behind finished surfaces. In practice that means panels integrated into reception desks to establish protected zones for front-facing staff, drywall reinforced near turnstiles and visitor management points so access control areas do not become weak spots, and panels concealed behind stone, wood, or branded finishes so the visual identity of the lobby is preserved.
The same logic extends deeper into the floor plate. Executive suites and boardrooms carry elevated risk from visibility and organizational importance while still requiring a professional appearance, and panels can be embedded in high-risk wall faces adjacent to public corridors or within desks and cabinetry. Safe rooms and shelter-in-place zones benefit from full wall and ceiling enclosure with overlapping panels at door jambs. Corridors and stairwells — the routes people use during an incident — can be reinforced at intersections and enclosures to provide intermittent cover along movement paths.
Server rooms and MEP spaces are a special case worth knowing: fiberglass panels are non-conductive and non-magnetic, so unlike steel they do not interfere with servers, control systems, or communication hardware, and they do not create grounding complications.
Establishing a defensible basis
A security assessment by a qualified consultant establishes the defensible threat basis for level selection. That document is what protects the specification during value engineering, and it is what an owner will want if the decision is ever questioned. Absent it, the specifier is choosing a number by intuition and defending it the same way.
